The National and Scottish Vocational Qualifications in Fencing at Levels 2, 3 and 4 are the first only recognised qualifications for fence installers. Based on standards set by the industry, the qualifications are central to the FISS/CSCS. FISS/CSCS registration is mandatory for general fencing contractors working to Highways Agency contracts under Sector Scheme 2A, 2B and 2C. So working to NVQ/SVQ standards is increasingly becoming the norm for success in the fencing industry.

GENERAL FENCING AND VEHICLE RESTRAINT SYSTEMS
Business opportunities for contractors in the highways industry has never been better. Under the Governments Transport 2010 initiative, the Highways Agency has been given 21 billion to develop the countrys network of trunk roads offer the next ten years. The initiative has boosted the Agencys yearly budget by more than one-third to around 2.1 billion. That should put an end to stop-start road building and usher in an era of longer-term contractual relationships. Quality is key to securing and keeping these contracts, and that means adhering to National Highways Sector Schemes.

Fencing Industry Skills Scheme / Construction Skills Certification Scheme (FISS/CSCS)
A hallmark of quality for fencing contractors and fence installers

FISS/CSCS was developed by a working party reporting to the Sector Scheme Committee which represents the interests of everyone working in the industry. Administered by Lantra Awards, the scheme is supported by key industry organisations - employers, manufacturers and contractors. FISS/CSCS jointly operate the scheme. The FISS/CSCS cards are recognised by all Major Contractor Groups. The FISS/CSCS card ensures that every fencing operative has, as a minimum, received approved health and safety training and passed a health and safety test. The scheme provides a framework to encourage operatives to develop their skills and achieve recognised levels of competence within the fencing industry. The National and Scottish Vocational Qualifications (NVQ/SVQs) in Fencing are central to the scheme, as an essential qualification for lead installers and skilled fence installers.
